its so bright when i take a close up pic of someone it only shows whiteness [if they're pale] but it doesn't show much in the dark at all. what should i do? please help.

Back off your subject.

Most flashes on automatic cameras have a lowest setting, and that is what it is using when you are close up. The manual should be able to tell you the minimum and maximum ranges of the flash.

To get that close up while backing off your subject can be done by enlarging and cropping the picture. Most camera shops can do this for you or you can do it on your computer with a basic photo editting software. Do-it-yourself kiosks in a variety of stores also allow you to do it in the store as well.

Think about taking a photography course.
You will learn much about light and your photos will be as good as they can be!
The advice above apply! Also, in most daylight situations you should disable your flash.
For closeups, when indoors, try to position your subject where there is more light available, or turn some more lights on, or use a tripod and use one of your night modes. Increasing ISO would also help. These tips would make it possible to turn your flash off, avoiding the intense white you mentioned.
One or a combination of the tips above will give you much better results.

well: that would depend upon light adjustment were "Digetal
Camera" has an bulit in filter also how controlled it's flash point
