Most definitely, both of ours have to have their dishes full before they'll eat, so we sometimes have to fool them into thinking the dishes are full by switching to smaller dishes until it is all gone. Then we start them fresh with their regular bowls the next time the food is all gone.

No, my cats don't need their dish "topped off" before they eat. Yes your cat is neurotic.
Of course, all cats are neurotic. Every cat has one peculiarity or another, some have lots others only have one or 2.
I have one cat that likes to paw at the covers until I lift them so he can sleep under them. His sister sometimes wakes up from a dead sleep and suddenly makes all kinds of meowing chatty sounds. They are all a little crazy, but that is part of their charm.

I don't recall any other cat that I have owned doing this except the one I have now--and yes, with his dry food. "The Snowman", my male Turkish Angora will even bite my ankles if I don't "top-off" his dry food. And then, the eats like a pig and makes a big mess--it actually looks more like a German Shepherd chasing a Boxer ran thru the mess out there with the dry food all over, some of the moist food all over the place mat and a portion of the water mixed in---just for me! And, why he likes this routine is way beyond my figuring out. So, just do what I do, go with the flow---"top the thing off" and be done with it 'cause it's not gonna change.

Yes, my cat won't eat 'crumbs' left in the bowl, even if half the bowl is full. She'll stand there and meow until I top it up with fresh food.
I now put the crumbs back into the food bag and then refill the bowl. It seems to be working, less crumbs leftover.

My cat does the same thing. I feed him before I go to bed and he always runs upstairs excited to be fed. He'll walk around me all expectantly and wait for me to put food in his dish even if there's already some in there. Silly cat!!!

Yes... our fat cat does that. And she has to tip the bowl upright when she eats, too. Our other cat prefers to play with her food, picking it up one piece at a time and tossing it around the kitchen floor before she eats each piece.

No, but my cat makes you pick her up and put her in front of the food before she will eat.
What a little princess.

My cats don't do that, but they refuse to eat crumbs. Plus they have to be petted before they will eat.

One of my cats does the same thing. He doesn't seem to like the kibble crumbs.
