Ok well, whenever I try to push Ctrl-Alt-Delete, a little window comes up that says Task Manager has been disabled by your administrator. How do I change it so when I push Ctrl-Alt-Delete, it would work?

I assume you have windows xp. If so, click start, go to the control panel, in the control panel click user accounts. Inside the control panel select users. The window that pops out will display the accounts which can be assigned as limited or computer administrator. Set your account as computer administrator. Once you set your account as computer administrator, you will be able to manipulate the computer.

Your user profile does not allow you to view the task manager.

You need administrator rights to change that.

i dont think thats normal, u should ask a computer technician. task manager is mandatory on all microsoft computers
