Way to open ended. Not enough data. Which program? Lots of progs use .dat files. Kazaa Media Desktop (or Kazaa Lite, K++ and other spyware free variants included) use .dat files as temp files for files not completely downloaded. These can viewed, if it's a video, in the VLC Media Player. Dat is usually short hand for 'data' file, by the way.
Without more specific info, it's almost impossible to say.
Your best bet is to go to the software's website or hit google.
dat+kazaa+viewer in google turns up a lot of hits for various software. Just put your software in place of kazaa and start to narrow it down from there. Or just repost the question here with more specific data like the name of the program in question.
Put just .dat in google to get an idea of what I mean.
Good luck and sorry I couldn't be more specific.
