It should be "the court has"- meaning the court in which your case will be tried.

I take it that you committed some sort of crime and can't afford an attorney?

Thats mean that the court asign to you a Lawyer, defender, to represent you. To defend you in relation to charges against you. In US everybody have the right to a lawyer. A counselor on procedings against the acussed. If you can't pay it the court appoint on for you and they pay.
