Um, the saying is the other way around. 'You reap what you sow', means whatever you sow, thats what you will reap. Get it?

As for how strongly people believe it, like all sayings, (however hackneyed), it's true sometimes and other times not. It's also entirely subjective, so there's that.

The intent is to show that a person's character is under-mined by a series of life-choices made. (Although some poor choices can lead to immediate and serious consequences).

People are encouraged to gently restore people making poor choices, so they can learn to make better choices.

It is not a WHAM! you're toasted now! doctrine.

I believe it, but I also believe that for some of things that we have sown, we will not "reap" until our judgement day.
