All of that extra skin traps the sent that the dog is following. My Bloodhound/redbone coon hound cross followed the car I was in for about 25 miles, three days after I left, before the kennel attendants caught up with him last time I went on vacation.

I can't answer for the bloodhound, but the basset hound has loose skin because they are expected to work in thick cover. The loose, elastic skin will roll away from thorns and branches, rather than be punctured and torn.
The wrinkles that appear on the face when the head is lowered help to focus the dog's attention forward, reducing his periperal vision so that he is less likely to be distracted. The ears must extend past the nose, so that they help to stir up the scent. The ears must also be thin, light and velvety, so that they don't drag TOO heavily on the ground and get injured. The ears should NOT be so long that the dog is stepping on them while working.

It helps to 'trap' scent that their long ears waft up. If you look at a Bloodhound with its head down, its face is heavily wrinkled. This is what makes it dangerous to let them roam, as they can barely see and will often get run over. The skin all falls back when they are sitting, so they almost look like a different dog.
The skin has nothing to do with hunting animals. Bloodhounds are strictly mantrailers.

This is because of Selective Breeding. The dogs with the most desirable qualities (ie hunting or faciel patterns) were continuously bred. That's why other breeds of dogs have a particular traits such as a dauschund having short legs or a terrier having wirey hair
