I converted one that did pull down to one I now pull up, by fixing brackets to hold it where I wanted and replacing the weak pole (normally at bottom of blind) with a stronger one. I have three sets of brackets at each height I want the blind.
They must make them, but when I needed one I couldn't find one, so resorted to DIY.
Also in the past I have fitted window film as an alternative to blinds. This maybe worth investigating if you only want lower window privacy.

simply install a normal blind upside down at the bottom of your window. With the aid of the handy Acme anti-gravity machine, available in all good stores, your problem is solved.

yea these are more and more common now, try argos, major catalogs etc, the net....basically, the whole unit drops down, to clear a top opening window, or sit like a cafe blind.
just search around, as they are mass produced.

A regular blind can be mounted at the bottom of the window and the closed 'up'. a small hook will secure it in the closed postion
