The fact that you wrote 'are' when you meant 'our' indicates that you're not much of a thinker about things...
Plus, you say we have a 'cure to prolong the disease', NO, we have medication to hold back the effects of the HIV virus. Third world countries also have it, but in more limited supply. A cure gets rid of it entirely, what science has at the moment is a retro-viral suppressant.

No, this is a conspiracy theory that has arisen with no evidence. Therefore, it's just someone who looked for someone to blame and decided to choose someone despite the evidence.
HIV is very similar to SIV, Simian Immunodeficiency Virus. In fact, a few years ago, a lab researcher working with chimpanzees and SIV was stuck with a needle, and several months later tested positive for HIV antibodies.
A test of many of the markets of the African country of Cameroon showed that up to 30% of their monkey meat was infected with SIV. It is not a large jump for it to mutate so it would infect humans. This process, called zoonosis, has been seen in many diseases before. We can share diseases with several animals. Cowpox was the way that Jenner 2 centuries ago could begin to find a vaccine against smallpox. Bird flu is the present concern. For SIV to become HIV is quite normal.
In Uganda, President Musaveni declared the ABC program, which stood for Abstinence, Be faithful, and Condoms, and HIV infection rates fell by 90%. You mean a disease so easily avoided would be given to a continent as a conspiracy? Lifestyle modifications are all that are needed to reduce infection rates to the level expected by administration of a vaccine? That would be a silly conspiracy, wouldn't it?
We don't have a cure for the same reason that we don't have a cure for many viral diseases. We can vaccinate against them, we can treat the symptoms with antivirals, but cure? Viruses are not bacteria.
Infection rates are as high as they are because there are so many superstitions in Africa, like having sexual relations with a virginal girl will cure AIDS.
And some people with AIDS refuse to A. believe it, or B. care if they spread it. A French flight attendant with AIDS would fly to this country, deliberately have unprotected sex, and then later show his victim (that's what they were) his Kaposi's sarcoma lesions and say, "I have gay cancer. Now you will, too." Not a nice guy.
Viruses and bacteria mutate all the time. Where did the bubonic plague coem from? All of a sudden, it appeared. Where did the 1918 Spanish flu come from? All of a sudden, it appeared. How many cold viruses are there? Flu viruses? These things mutate and become different and have different effects. Smallpox began in Europe. It hadn't appeared in America before European explorers brought it with them, so the Native Americans had no resistance to it. That's the way it is with a new virus. AIDS is rather new to the world. The closest our computer models can show is that it mutated from SIV in central Africa in the 1930s.
It has nothing to do with eliminating people.
Is it a conspiracy? Why don't we ask the same thing of malaria? of tuberculosis? They kill more people than AIDS does.

i think aids is a global issue that needs to be seen at different angles.
the third world are most hit because of inadequate information as to how they can prevent their selves from being infected.
those that are infected have no resources to get treatments to help suppress the process of spreading.
the third world also have no frequent supply of the anti retro viral drugs so most people living with aids dies without proper care.
it's also very obvious that most third world HIV/aids patient are being excommunicated and isolated in most cases because they did not understand the way the disease is been contacted.
every part of the world have had their equal share of this dreaded disease.
whichever way you look at it, every part of the world is hoping that one day the cure will be found.
