I would illegalize Nextel phones...I can't think of anything more obnoxious. If you own one and have used the walkie-talkie feature even once in a public place, you are officially an ******.

I'd probably make biological weapons illegal. Guns and nukes are okay because the former are sometimes necessary and the latter make a good deterrent, but biological weapons are just plain nasty all round.
