These are known as SPLITs.
In Roulette you can place split bets along the edges of neighboring numbers. If a number hits and you have wagered on the edge of that number you win a 1/2 or 1/4 of what hitting the solid number would pay depending on where you have placed that bet.

"Sassy G" gave you the correct answer. Some casinos including one where I worked have a bet, where you could place a bet on "neighboring numbers" .
The players place their bets on this "wheel"(on the layout near the dealer) in increments of $5, the bet covers the numbers which "neighbor" that number, two to the left and two to the right on the wheel. The bet covers 5 numbers. The bet pays the same as a straight up bet, 35-1 if one of your five numbers hits. IOW On a $5 bet you would be paid $35 if one of your numbers hit.
