It means she is not feeling like her usual self - she can be more emotional than usual or meaner maybe. Women are on a 28 day cycle that involves surging hormones which can affect our mood and behavior sometimes.

PS - Not all women are hormonal during the period. Some have this issue in the middle of the cycle during ovulation. I don't know any women who mean they are horny when they say they are hormonal. And a word of advice - never say to a woman "You must be hormonal" unless you want a savage response. Stick with "You don't seem to be feeling like your self today".

She might be on her period, or she might be PMS-ing before her period.
At any rate she is feeling alternately and sequentially weepy, angry, sad, put out, impatient, tired, etc. All these big negative feelings for what feels like no reason, and they just keep coming. The feelings are just hard to cope with.
Be kind...she'll return to her former self in a day or two.
