As other posters have said, coffee isn't a controlled substance, so parents can allow their kids to drink it whenever they want.
My husband started drinking coffee when he was 5. He lived in the Bensonhurst section of Brooklyn, and he said that in the winters it was really cold in the mornings before the furnace got stoked. The first person up would put a pot of coffee on the stove and everyone would drink the coffee to warm up.
Some schools and day care places have rules about kids not drinking coffee. The summer day care my daughter went to when she was little wouldn't allow the kids to drink coffee on the camp-outs they went to. They'd brew a big pot for the caregivers, but even the older kids (>12 years old) were told they couldn't have coffee. Even with parental approval! But drinking sugary caffeinated cola was okay.
I think most pediatricians recommend that kids younger than 12 or 13 not drink coffee, because of all the caffeine, but with all the energy drinks out there that are loaded with caffeine, I think it's pretty hard to argue against coffee.

No, there isn't. It is just up to the parents, or the kids drink it when ever they feel "ready". Though, I don't know too many kids who like coffee.

Since it is not a controlled substance--like alcohol or tobacco--it is not regulated.
Kids drink Mountain Dew, right? That has almost as much caffeine as coffee does!

I don't think there is, although I wouldn't advise putting it in a baby's bottle.
