You are mixing in too many ideas here, but the main one is how stupid you think somebody is. Let's talk about that. Have YOU ever been a sheriff anywhere but in your own mind? If not, then how do you know that sending a bill is stupid?
Usually deportation takes a lot of money, which by the way, are you willing to pay the amount? If you are, cough it up! $$$$$$$$$
If Mexico is not doing everything it can to stop the spread of illegals, you know, like provide jobs and encourage their own economy to grow, then why can't we bill them if the situation is of their own making? Seems logical.
Its obvious to me that you don't understand what the sheriff was doing when you got wind that he sent a bill to somewhere.
Did you call with your own solution to the problem? I don't see that anywhere on your question.

The USA should bill Mexico for all the illegal Mexicans in our country who are getting free food, shelter and medical care at the expense of the US tax payer.
If Mexico wasn't such an arm pit of a place, Mexicans would come to the US legally.
