Depends on what side you are on.
Building up and stockpiling arms in contravention of treaties is an act of war. Especially when terrorists are stockpiling or developing nuclear WMD.
Iran will call it a religious war, but they have declared war on us anyway by continuing to sponsor terrorism and arming Iraqi Shiites.
I would call this a national security action and expect a strike against the nuclear reactors as a precautionary measure so Iran will never have the capacity to initiate directly or indirectly a nuclear strike against America and Israel.

To the U.S. government-It will be a war over nuclear capability.
To the Iranians-it will be religious
To the citizens of the majority of the world, it will be unfair u.s. reasons for initiating war.
It depends on who's point of view you are looking at.
