Oatmeal Cookies “Chewy”
1¾ cup flour
1 t baking powder
1 t soda
½ t salt
1 t cinnamon
2 cups oatmeal
1 cup raisins
½ cup melted shortening or oil
1¼ cup sugar
2 well beaten eggs
¼ cool molasses
Add beaten eggs to oil and sugar. Mix well. Add molasses and mix. Combine flour with all dry ingredients and mix with egg mixture. Add vanilla, raisins/dates if using. Stir until well blended. Drop by teaspoon on a greased sheet. Bake at 325° for 12- 14 minutes until lightly browned.

Vanishing Oatmeal Raisin Cookies
1 1/4 cups sugar
1/2 cup butter or margarine, softened
1/3 cup molasses
2 eggs
2 cups quick-cooking oats
1 2/3 cups Gold Medal® all-purpose flour
1 teaspoon baking soda/baking powder
1 teaspoon ground cinnamon
1/4 teaspoon salt
1 cup raisins
1. Heat oven to 375°F. In large bowl, stir together sugar, butter, molasses and eggs. Stir in remaining ingredients except raisins until well blended. Stir in raisins.
2. Drop dough by rounded teaspoonfuls about 2 inches apart onto ungreased cookie sheets.
3. Bake 9 to 10 minutes or just until set. Cool 1 minute; remove from cookie sheets.

Heres one worth a try.
1 cup butter, softened
1 cup white sugar
1 cup packed brown sugar
2 eggs
1 teaspoon vanilla extract
2 cups all-purpose flour
1 teaspoon baking soda
1 teaspoon salt
1 1/2 teaspoons ground cinnamon
3 cups quick cooking oats
In a medium bowl, cream together butter, white sugar, and brown sugar. Beat in eggs one at a time, then stir in vanilla. Combine flour, baking soda, salt, and cinnamon; stir into the creamed mixture. Mix in oats. Cover, and chill dough for at least one hour.
Preheat the oven to 375 degrees F (190 degrees C). Grease cookie sheets. Roll the dough into walnut sized balls, and place 2 inches apart on cookie sheets. Flatten each cookie with a large fork dipped in sugar.
Bake for 8 to 10 minutes in preheated oven. Allow cookies to cool on baking sheet for 5 minutes before transferring to a wire rack to cool completely.

I clicked "best answer" on the one that didn't require baking soda. Basically, you will need to go shopping for something. Without some kind of rising agent (baking soda or baking powder), the cookie will be flat, which is why it has a clutch of spices instead.

Crispy Oatmeal Cookies
3/4 pound (3 sticks) unsalted butter
1 cup light brown sugar
1 1/8 cup granulated sugar
1 large egg
1 1/2 teaspoons vanilla extract
3 cups rolled oats (not instant)
1 1/2 cups all-purpose flour
3/4 teaspoon kosher salt
2 1/2 teaspoons baking soda
1 1/2 cups raisins
Preheat the oven to 350 degrees F.
In a mixer, cream the butter until fluffy. Add the sugars, and cream together until light and fluffy. Add the egg and vanilla and mix well.
In a bowl, stir together the oats, flour, salt, and baking soda. Mixing, slowly add the oat mixture to the butter mixture and mix just until combined. Add raisins and mix just until combined.
Drop by tablespoonfuls onto the baking sheets, leaving at least 2-inches between cookies. Bake until browned and crispy around the edges, about 8 to 10 minutes. Let cool on wire racks and store in an airtight container.

2 3/4 cups rolled oats
3/4 cup raisins
3/4 cup chopped pecans
Position the racks in the top and lower third of the oven and preheat to 350 degrees F.
In a large bowl, whisk together the flour, baking soda, salt, allspice, cinnamon, and mace.
In another large bowl, combine the butter and sugar and, with a hand-held electric mixer, mix on low speed until just incorporated. Raise the speed to high and mix until light and fluffy. (Occasionally turn the mixer off, and scrape the sides of the bowl down with a rubber spatula.)
Add the brown sugar and mix until incorporated. Add the eggs to the butter mixture, one at time, waiting for the first one to be fully incorporated before adding the last. Mix in the vanilla.
Reduce the mixer's speed to low. Add the flour mixture, little by little, until a smooth dough is formed (scrape the bowl down occasionally). Turn off the machine, stir in the oats, raisins, and pecans with a rubber spatula.
Line 2 baking sheets with parchment paper. Using a spoon, drop heaping tablespoons of the dough onto the sheets, spaced about 2 inches apart.
Bake the cookies in batches, turning the pans once, until golden brown, but still soft and spongy, about 15 minutes per batch. Let the cookies cool slightly on the baking sheets, and then transfer to racks to cool completely. Store in a sealed container.
