Use one of the 16. Otherwise, there's 17. If you use the extra, at the end of the lighting, when you've reached the last candle, which would be 16 + 1 extra... what do you do with the extra? All it says is "Now what?" If you use one of the 16, and reach the last one which would now be 15 lit + 1, then you replace the one in your hand and it's the final candle - the 16th! Symbolizing the years you've lived and learned.
