technically yeah. if you have a nuclear fusion reactor, and it's hot enough to fuse carbon and oxygen, and you throw a pot seed into the mix, it will fuse into higher order elements and compounds. but unfortunately, it will no longer be a plant seed and could not possibly grow afterwards

bcoz nuclear fusion require very huge amount of energy...as its is fusion of 2 nuclei so u need to overcome the repulsive forces of electrons of 2 atoms
