The #1 place for Mexican anywhere north of the border is the original Garcia's on 35th Avenue and McDowell in Phoenix. The franchise stores are ok, but the original is very authentic, great ambiance and the food is out of this world! My dad always makes me stop on our way home from the airport when he comes to visit!
Even if you've eaten at another Garcia's in the valley, try the original. It's way different.

it depends on what kind of mexican food you like. i happen to have grown up in san diego and like the type of mexican food available there. after over a year living in phoenix i found that Los Gringos Locos near Apache Junction (more where the antique shops are... i don't remember the exit, i never drove, sorry) is the best. i believe it is called Cantina's at the Chandler mall is a decent alternative.

Ajo Al's. 16th and camelback. hands down. (you wont believe how many Mexican different mexican food places my dad has taken me to, Ive lived in phoenix my whole life.)
