I look for range, expression, and the ability not only to sing on key, but to recognize when the note is flat. I listen for a voice that comes from the diaphragm, not just the throat or, as Arlosmom said, the nose. I want to see the singer form the sounds by shaping the mouth so the notes emerge round and full.
And then, of course, there must be passion and at least some bravado.

That the voice comes from deep--like, the belly, the heart. That it is not constricted by the throat or yeeks! the nose. Yes a very round open voice and in a pleasing register...I like 'contralto.' Also a "good voice" will project well, will carry, even when the speaker speaks softly. And it will be expressive.

Does the voice flow? Are the notes connected? Do they have to take too many breaths in the wrong places? Do the notes wobble? (But all of these can be corrected) Correct pitch is the primary factor.

well, I think you should look for if they sing the right notes, If they would sound good in a performance, if they would be accepted on american idol, and If they look ok doing it, because if somebody is singing great but they are standing stiff as a board they would need some more movement.

Believe me, you will know it when you hear it. They (or you) can either sing of they can't. That simple. You cannot TEACH someone to sing, only teach technique.
