What is interesting is that a plant like wheat needs to be exposed to winds when it is young. This stimulates it to grow a more sturdy stem. If it is not then when it grows taller and weaker and a wind is then more likely to be able to blow it over.
Trees are nothing like this as far as I know

Stop talking about information gathering. A branch will naturally grow in the direction it points, or is made to point. It does not choose. This tends to apply to steady winds( i.e coastal), rather than the occasional gale, so once again, you have your facts wrong.

the bending of atree in the wind because of its flexibility is an exchange of energy
transforming wind force into heat .
a forrest will consume a storm totally if it is big enough and kill the storm
this is why Mexico with its millions of palms on the coast remains undamaged after a huricane hits it and the USA without the protection of the coconut palms to consume the power of the storm ,ends up with a lot of damage and disastrous results

The "flagging" produced by a constant high wind is not a result of a conscious decision by the tree. It is merely a physical reaction to directional force.

Trees create strong wind. The trees wave around creating wind. When they all do it together, the wind becomes very strong.

they come 2 know about strong winds through stomatal opening n closing [in leaf]
in strong wind stomata closes it self...n by this some how they effect auxin hormone synthesis
