My hands get cold in the summer as well.. not just in the winter.

This problem is most commonly caused by a condition called Raynaud's syndrome. It happens to a lot of people. More info at the link:

Poor circulation. If it is really bad like loss of feeling or stinging in cold weather see a doc. You could eventually lose your fingers if your circulation is that bad. Otherwise, just wiggle your fingers to get blood flowing to your fingertips.

Sounds like poor circulation. It's not uncommon. Work them a little, they'll warm up.

Do you smoke cigarettes? If so, quitting smoking would help increase the temperature of your hands (and feet).

your hands mite be physcly mutated and need repairs you should call a mutatededhanditologist and if u dont u might freeze to death

could be low blood, just try to keep them warm
