You don't.
They're propogated by grafting.
A more interesting question is, and perhaps what you meant to ask is, where did seedless grapes come from?
They came from selective breeding of grapes with smaller seeds. This is why sometimes you'll find a vestigal seed in a seedless grape.
This is probalby where bananas came from, also. Bananas are one of the oldest plants in domestication.
I'm not going to call you an idiot. This is a good question.

seedless grapes come from crossing different species that have different ploidy (the number of copies of chromosomes they have). So if a 4X polidy is crossed with a 2X that generates a 3X hybrid. Often in plants odd number ploidy will mean partial or full sterility. In this case 3X grapes don't have seeds (they will be seeds on the 4X parent though). Once you have a nice seedless grape, if you want more you make cutting and grow them that way. All grape varieties are clones because seeds are highly variable.

I would imagine that the grapes arent actually "seedless" they are just too small to notice so you can eat the grape whole.

usually by selective breeds after splicing/grafting/engineered pollinating using an existing grape vine.
