Then he would have no one to rule over. In the case of Job, satan was allowed to take away everything he had, but not take his life. I think they call that, taking the fall.

thats not how the character was written.
it was written as a scheming, plotting character that got others to do it to themselves rather than him doing it directly to the people.
kinda like those old school bad guys, the ones that would come up with elaborate schemes to get the good guy. when all they really needed was a gun and a dark alley. even to this day we have scheming bad guys (it seems to be a staple in our stories)
remember the Austin Powers movie? where doctor evil sent austin ahd that chick to be destroyed by the ill tempered sea bass? then scott wonders why theyre not going to watch them die...
dr evils response was that the was going to set them up in an easily escapable situation and sit back and hope all goes to plan. the same applies to satan. he schemes and plots and makes plans to "get you".
so aits scarier to think of someone plotting to get you than them just getting you.
its a very old scare tactic. anticipation and all. at this point in our culture those schemes and plots are becoming laughable to the point where were parodying them (as seen with the dr evil thing).

No, As long as Satan has power to deceive, he will deceive other, and they in turn will try to deceive us. The worst kind of deceiver is the false teacher, who appears to come for our good, only to lead us on a destructive path.

No Satan, just temptations. It was meant to be a story, but since its in the bible the Christans have to believe it or they will go to hell.
