Ground beef is good for 1 to 2 days in the refrigerator. You should freeze any ground meat that you're not going to use within 2 days. Make sure you cook the ground beef thoroughly. You can find more information about storing and handling ground meats at http://www.famouschilirecipes.com/Groundbeeftips.html

DON'T EAT IT!!! The only time you eat food that has been sitting in the fridge is what it's been defrosting. NEVER LEAVE MEAT IN THE FRIDGE MORE THAN 2 DAYS UNCOOKED. If the meat hasn't been frozen at all, then don't eat it. Next time, make sure you freeze the meat when you get home, unless you are going to eat it that night.

Check the sell by date on the package. If it has been refrigerated the whole time it should be safe to use. (Actually it is usually good for a couple of days after that.) Next time, freeze what you aren't going to use it immediately.

it should be okay to eat, the brown just means that air got to it. if it smells really bad then i would throw it out, and i wouldnt eat it if it has been in the fridge any longer than 2 days.

Yes. It has only oxidized. Oxidization is completely harmless to you. Make sure, as always, that you cook it thoroughly.
