You go to the county courthouse where you plan to marry and you fill out some paperwork, pay a fee, and get your license. You should call ahead and ask how much the fee is and what types of I.D. to bring...probably your Birth Cert and a Photo ID, but it's always best to be over prepared than under. Congrats! and Good Luck.
P.S.- I believe that Eureka is in Carroll County.

These are just guidelines. Call the county in which you plan to be married. Not only do the rules differ from state to atate, the differ from county to county.

In state of Missouri, you must apply for the certificate at least 3 days prior to your wedding. The license is valid for 30 days from the issue date in the State of Missouri. So in essence you can apply for your marriage certificate anywhere as little as 3 days prior to your wedding or up to 30 days prior to your
wedding.
In the State of Arkansas, there is no waiting period. A license may be used immediately or within the 60 days time limit.

You need a marriage certificate from Arkansas. Stop by the county clerks office and pick one up. It generally takes 15 minutes, but I live in Nevada where people get married in a hurry- even at drive-thru chapels.

There are usually waiting periods, but it's usually days not months in duration. You will probably need one or more documents to prove your identity and age. Be sure to understand any agreements between AR and MO regarding recognizing marriage contracts.
Marriages are typically recorded at the county courthouse, so be sure that it's open at the time you intend to arrive.
I live in TX, so check it out for yourself.
