My wife and I have been married for two years, but we have been together for five. She has four children who I have been daddy too. Their biological father is in jail and has never been in there lives physically and financially. I would like to adopt them, but i don't know where to start or who to contact.

You need to start this process by talking to a Family Law Attorney .. and seeing about trying to get the bio father of the children to give up his parental rights.

IF he is in jail right now ... and if he has (which is a good posibility) NOT paid his child support either for many years ... then when the Attorney contacts him with the papers to request that he give up his parental rights .. the best way to approach this with him is the Benefits ... for if he signs, then your attorney can point out that yes, child support will no longer be an issue, because the children are adopted now and no longer a part of his life.

The biological father has to give up rights to the children for you to be able to adopt them, regardless of how little he's been involved or his current "living" situation. So I guess you need to start with getting him to sign away his rights.

As long as there is a bio father in the picture, you are not in a positon to adopt the children. Your wife needs to contact a lawyer to find out what action she needs to take, because the bio dad needs to be willing to give up all parental rights of his kids.

I would start by talking to an adoption lawyer. Thier might be one in your phone book or on the internet. Then go from thier.
