If you choose a harness, take it off after walking your pup. A Bichon is so small you could just pick up your misbehaving pup rather than need a harness. Collars are better for training them. and walking them with control. A very thin fabric or chain collar, sprecifically for training is best, you only use a quick snap, don't EVER tug your dog on a choke chain, Again, take it off after the walk or training session. I have two Bichons, they are very good dogs. Good luck with your pup.
Here is an exerpt from a reader of Barbara Woodhouse's book, NO BAD DOGS.....
Using Woodhouse's advice, the choke chain caused no pain! I examined Maddie's eyes to see if there were any pain as I used it. Nothing at all. She didn't mind it a bit. But you will have to use it as Woodhouse states. Like a flick of the wrist.

Don't use a choke collar on a Bichon. Puppies will learn to be gentle on a leash with a collar. It will take longer with a harness.

For a puppy that is small like a Bichon, I would image a harness is better. A collar may be too big and slip from around thier neck. Also they may easily choke.

A harness is better for all dogs. Collars put all the pull on a dogs neck and throat when walking on a leash. This can be very dangerous in small dogs because their risk of a collapsed trachea is higher. I recommend a harness for walking on a leash but a collar is fine just to wear.

I think a harness is better than a collar for any breed. Collars will choke them if they pull to hard when you take them outside, but halters are alot more comfortable for the dog, and you have much better control when walking him or her.

Collar around the house, with a tag in case she gets out. Harness for a walk on a leash. It will be less likely to choke her until she is leash trained.
