My Spanish family have a tendency of writing that at the end of letters sent to me! So don't get it twisted... In this context is more like I like you a lot... If it was 'Te amo mucho' then you should be concerned, that will literally mean "I love you a lot"!

mucho means a lot so you are correct it means i love you so much, depend of the person that it is writing you should take because you can also say te quiero mucho to a friend a mother an and family

If there is a middle point between "I love you and " I like you" it would probably be "Te quiero mucho"
