Germany. There's something genetic or in the water that makes them kick-*** soldiers.

Neither would win. They would declare war then deploy two soldiers each to engage in a shouting match at the border. In a few hours they would get sick of shouting because they can't understand each other anyway, sign an armistice, then borrow the money from the united states to pay for the war.
