Hawaii is a state in the United States and you have to have a US Visa stamp on your Philippines passport before you can enter the United States. They probably won't let you on the plane in the Philippines without a proper US Visa because if you did make it to Hawaii without one, you'd be sent right back. Obtaining the US Visa stamp for a tourist could be nearly impossible, depending on your financial status, ties to home, etc. because most Filipinos would use the tourist Visa to enter the US and then never leave.

If you have not purchased your ticket yet, you can request help from your ticket agent as to procedures for obtaining your visa. Sometimes ticket agents may even have someone in their office who can help you to submit the papers for your visa. It is NOT impossible to get a tourist visa to the US. As long as you can provide the proper information to the Consular Office or Embassy.
Generally they will need proof that you have a job in the Phillipines and that you have a date that you must return to that job, so be prepared to provide them with a letter from your employer that states that you are employed there and that you have a vacation but that you must return to work on a particular date. Other documents that the US may ask you for in order to give you a tourist visa may be, if you are a student, they may ask to see proof of your student identitfication in the Phillipines.
They will want to know WHO you are going to see in the US. It is always better if you are going to see a "friend of your family".
Perhaps someone who has come to visit you in the Phillipines and is now returning the favor so you may come to the US. Remember, the one thing the US wants to make sure is that you are NOT coming to the US to marry someone, so they will not issue you a visa if they know that you are coming to the US to visit a boyfriend! You must have the NAME, ADDRESS and all the information of the person who you are going to visit and perhaps a letter of invitation from them. Saying

"we are inviting (your name inserted here) to the US for a visit with our family. And the reason for the visit is blah, blah, blah. (your name) will be returning on (the date you will return). she/he will be staying with us during her stay and we accept responsibility for her/him while she is in the United States."

I ope this is helpful to you. Good luck
