you dont download music to cd from your hard drive, you burn music to a cd. ( If your making a music cd) If your making a data back up, you are transfering files to cd for back up purposes, usually in mp3 form. Thats why a blank CD says 80 minutes(for music) and 700 MB(for data backup). If you want to make a music cd from songs on your hard drive you must have a cd burner and some burning software. Nero and EAZY CD/DVD creator are most popular but there are excellent free ones on the internet if you google free music burning software. If you dont have a burner you are out of luck. (They are extremely affordable right now. 30/40 bucks i think?)
If you have both a burner and burning software, open burning suite, click on make a music cd or whatever equivelant button you have, slide a blank CD in the burner, drag the songs you want on the cd to your current project from your music files, and then click burn. Most software will automatically convert mp3s to CD audio format for you.

Put the CD in, and open either Microsoft Windows Media Player or iTunes...whichever you use. In MS Windows Media Player, look for the "RIP" tab/icon at the top of the screen.
There you can select the destination for the files from CD, bitrate (quality; higher bitrate = higher quality), and various other settings.

You question isn't very clear... But I'm sure you mean one of two things.
How do I "rip" songs from a CD and save them to my hard drive?
Open you windows media player and click on the rip button and select the songs you want to save to your hard drive.
How do I burn a CD with songs from my hard drive?
Insert a bland CD-R in your cd drive. Add the song you want to your playlist then click on the burn button.

I personally use Nero to do this... I burn the mp3's to the CD as just a straight data burn.
