No!
I am tired of women showing their boobs or butt cleavage or whatever to everyone and then complaining people are staring at them.
Of course, they want SOME people to stare at them. Only guys they consider "hot". This leaves guys to decide for themselves if they are hot....bad system.....

revealing in what way, such as its obviously see-through? She wants the attention, she could be in front on you completely topless and still become annoyed for you looking ar her. But in her mind she enjoys it, she'll never admit it though. But if she just has large breasts and can't help that all her shirts are revealing even turtlenecks, then pay her some respect and at least pretend to look in her eyes.

I would say no. If a woman deliberatly wears revealing attire then she is implying that she wants people to look at certain areas of her body instead of her face.
In their defense, though, I've run into many women who wore something pretty sexy because they thought it was "cute", and didn't notice that it was too short or that the neckline was a little bit low... If this is the case I suppose its not their fault, but someone should tell them that their "cute" outfit is showing a little bit too much of their "cute" body.

If a girl wears a very revealing shirt she should expect the glances of others. She just wants it both ways. To get noticed and to still think of herself as modest.

If a woman wears a turtle-neck and carries a book would you only notice her mind?
Just because a woman dresses in a way that she knows people will find attractive doesn't mean that you should notice nothing but her body.
So, sure, notice her breast, but when you're talking to her, look at her eyes. It shows more respect and is bound to tell you more about her.

No way. The only sticky situation that you can get in is if SHE doesn't think it's revealing. It's usually pretty obvious when a woman dresses to get attention in certain areas (I'm a woman, I know)

No she shouldn't because she chose to wear a shirt that she knew was revealing and would therefore distract most men, when they were talking to her. She should think before she dresses like a whore.

Well, you should at least make eye contact once . . . but she is asking for you to look if she's wearing something revealing.

No.
Women DO have the right to wear whatever they want; however, realize that people will judge you by what you wear, like it or not.
I love Chris Rock's views on this subject: If you're wearing a police uniform, would you be suprised when people come up to you asking for help???
"You might not be a whore...but you're wearing a whore's uniform!"

No she does not. Women should realize that when you try to show something, it will be looked at, if they get ticked off because men are looking at their headlights because it is being exposed by the clothes they wear then obviously they are not the sharpest knife in the kitchen. Intelligent women don't need to expose body parts for attention to begin with.
