God tells us more about the lion who is the Devil in 1 Peter 5:8:

"Be sober, be vigilant; because your adversary the devil walks about like a roaring lion, seeking whom he may devour."

In God's Word, the Holy Bible, phrases like, "wicked arrogantly, evil desires, and wicked are too proud" are always associated with the unsaved who are slaves of Satan.
