Bicycle gears work by allowing you to chose the cadence of your pedalling. This changes with terrain thats why there are so may gears on modern racing cycles. A low gear is not always best and by chosing too low a gear you will waste energy by over pedalling (to high a candence). Every body has different abilities when it comes to cadence too, look at Lance Armstrong he had an amazing candence compared to Jan Ulrike who pushed big gears up the hills. Too high a gear has the same effect and again this wastes energy. Hope this helps?

The smaller the cog at the back the more effort required to turn pedals. Is opposite on cogs(chainring) at the pedals.

Erm. The chain moves between different size cogs.
