If all you have is 4 days, I think LA/SB is the better option.
4 days isn't enough to cover LA/LV.
Or spend all 4 days in Vegas.
As to California being overrated, I smell sour grapes. They never been to Yosemite, or seen the redwoods or the desert in bloom.
It really depends on what you like to do. If you like tourist stuff, LA is the place. If you are not impressed with glitz and glamour then you may be disappointed.
The problem is, Feb. is the rainy month. But typically, it will rain for one day, then clear for a day, then rain again. So plan according.
LA to SB should take you 2-3 hours, depending on our ever-lovin' traffic.

Vegas is my thing, but LA was beautiful! Had a great time at the Santa Monica Pier and swimming in Santa Barbara's paradise. But I will never again do the drive from LA to Vegas. I do not recommend it! Don't think for one minute you can pull over, eat or get gas in the desert, unless you want to make headlines in the paper, the next day, or whenever it is? They find your body. That was some scary sh-t! I was probably braver then the 2 guys that were with me(LOL) and they look like prize fighters. So if your doing the Vegas thing, keep it separate (enjoy) be safe and fly! Hey, if it were me I'd go to Vegas, stay at the Flamingo, where you have paradise and the high life all in one shot!

4 days is not enough for both LA and Vegas.
I would suggest 3 nights in LA and 1 night in Santa Barbara.
If you haven't been to LA, I would suggest the following itinerary...
day 1...
cruise the Sunset Strip and make your way over to The Getty Center.
be sure to treat yourself to one of LA's great restaurants (A.O.C. is my fave!),
but maybe try something along the beach and enjoy the Sunset...like
Moonshadows in Malibu (a bit of a scene..but fun)
day 2
In the morning, check out the Hollywood Blvd. Walk of Fame for some cheesy fun,
then drive up Mullholland Dr. for a spectacular view of the city.
Head over into the valley and spend the day at Universal Studios.
Have a cocktail at Yamashiro in the Hollywood Hills before heading down
for a steak and martini dinner at Musso and Franks.
day 3
Have a wander down the Venice Beach boardwalk.
Enjoy lunch at The Ivy on Robertson where you are certain to spot a star
or two (great shops around there too!) Go downtown to MOCA or
the LA County museum of art. Check out the LA Weekly to see what's
happening in town ... chances are there's a great band in town.
day 4
go to Santa Barbara via the Pacific Coast Highway. Only about a 1 and 1/2 hour drive. Enjoy the views!
Stay somewhere close to downtown so you can walk around to some
great bars, restaurants and shops. Wander around State Street, catch a movie
and watch the sun set on the beach. There are many local wineries a short drive away too.

Well, not too much to do in Santa Barbara in February, it's very cold. I love Los Angeles there is so much to do, and so much to see, four days is plenty.
Las Vegas is nice too, but I believe you'll get more bang for your buck by going to L.A.
From San Francisco to L.A. it is no more than 6 hours. I just made the trip in November. Beautiful drive as well, you'll go right through Santa Barbara.
While in L.A. stay in Universal City, you'll have a ball, won't even need a car. Light rail, and buses will take you everywhere including Hollywood.

If you're driving from San Fran, take the coast hwy, it's an absolutely beautiful drive...Santa Barbara is nice (you can visit the Fess Parker Winery there)...take a day from your San Fran time for the drive.
Personally, I think there's more to see/do in L.A. than San Fran...and if you've got family, then I really wouldn't press for Vegas...it's much more of a group of singles or couples place than Mom & Dad and the Kids' place. So depending on your circumstances, pick accordingly.

I would spend 2 days in Santa Barbara and 2 days in LA
this way you can experience both options.
The culture in both areas is very different!
