Do I hold it by the fingers and let the blood drain out and then put it in a ziploc bag on ice? Or do I hold it up so that the blood stays in the hand?

i would say keep the blood in the hand so the tissue doesnt die.. but i have no clue.. put it on ice.. thats what they do in the movies..

Put it IMMIDIATELY in a ziplock back with ice do NOT handle much and drive straight to the local ER or get someone to.

A severed hand is a medical emergency. You should call 911. They will be able to tell you exactly what to do until the ambulance arrives.

Put it on ice until you can properly freeze it. Remember not to eat meat improperly handled, and wash before cooking.
