Actually I think that Toyota (if not them, then one of the Japanese companies) is trying to come up with a car that will shut down or not start if it detects any alcohol or senses unfocused eyes. A really interesting idea.
But as long as there is the ability to choose there is little we can do to stop people from drinking and driving. We just have to hope that they care about other people's lives enough to not do it!

Hi Shotty,
Teaching our children at a very young age about responsibility, character, consequences, etc., I believe can have a preventative effect; however, morals and ethics need constant reinforcement throughout life.
Now, there are some modern methods of prevention, such as DUI classes, ignition lock systems for vehicles that will not allow an intoxicated person behind the wheel; judicial punishment, incarceration, etc.
When it comes down to it, people will always have free-will and do as they please.
If think there would be a greater deterrent effect if there were harsher punishment for those caught DUI. For example: if it was federally mandated that if you're caught DUI, you will serve 10 years in prison...period; no special sentencing, and no plea-bargaining, then fewer people would drink and drive. DUI is a SERIOUS offense and deserves maximum punishment.

If you know that they are going to be drinking and driving, pop their hood and remove the battery cable from the battery. If everyone is going to be drinking at a party, make everyone turn in their keys and no one takes their car until the morning. They can take a cab home if they want to leave. They will think you in the morning, even though they may cuss you out at the party.

Total prevention is not possible, as people can drink at home and drive.
The penalties should be VERY severe for repeat offenders, like PERMANENT loss of license on the second offense, and maybe one of those breath sniffers that keeps your car turned off if you fail.

1. Get rid of all motor vehicles in the world.
2. Get rid of all intoxicating drinks in the world.
If you can't do that, it ain't gonna happen.
In other words, there will always be people who drink and drive.
