"Spare the rod, and spoil the child"

Does this mean

A) Do NOT spank/discipline children, just indulge them

OR

B) If you DON'T spank/discipline children, you will spoil them

It could mean either and I have heard it used both ways...what was the original intent of the quote and is it from the Bible?

Meaning

The notion that children will only flourish if punished, physically or otherwise, for any wrongdoing.

Origin

From the Bible, Proverbs 13-24 (King James Version):

He that spareth his rod hateth his son.

this quote is saying that if you do not spank your children they will become spoiled. Also if you indulge them too much they will become spoiled even quicker.

B,you need to discipline your child with love not out of anger. And it doesn't mean to beat them to death either.

I have NEVER heard interpretation A. It has always been - no disipline - rotten kid.
