I am going to Japan for a period of 1 year. I also want to apply H1B visa in USA this year. By the time I receive the H1B approval and the documents, I will be working in Japan. So, I would like to attend the H1B visa interview in Japan. Is that possible?

No problem. Simply notify USCIS that you want your paperwork sent to the nearest US Mission - you may apply at the US Embassy in Tokyo or the US Consulates General in Osaka, Sapporo, or Nahain, Japan.

That is absolutely allowed. You are allowed to apply in any country that has a US Embassy. BUT, be aware that no matter the type of visa you are applying for, you still have to prove that you will be returning to your home country. It will be hard for the Consular Officer to assess your ties to your home country if you are applying in Japan. The officer will also want to see that you are well established in your home country, so if your documents are not in the English language or are very distinctive to your country, they will not be able to do that. Generally, the Officer is only trained to evaluate documents from the country they are in, i.e. Japan.

If the officer has doubts about your reason for going and if you will be returning, not to Japan, but where you are from, then they might deny your visa application and tell you to reapply in your home country. If this is the case, you will not only have wasted time but $100USD on a case that might have normally been 100% easy and fast. It is your choice, of course, but be aware of the risk you are taking. Though grievetomorrow is almost always on the mark, this time I disagree. I think she's getting confused with J-1 visas.

You can have "dual intent" on an H-1B, meaning that you can openly say that you plan to immigrate to the US. This is the one of the main reason that people love coming on an H-1, so they can apply for a Green Card.

However, yes it is possible to apply for your visa in another country. It can be more difficult since they aren't as comfortable with your home country.

Yes, that should be possible as long as you are legally staying in Japan.
