wikipedia says that they are similar
but it looks like corned beef is boiled and pastrami is dried /smoked:

Corned beef (Also known as Salt beef in UK and parts of Commonwealth) is beef that is first pickled in brine and then cooked by simmering. Usually, cuts of meat are used that feature long muscle grain, such as the brisket.
The name "corned beef" is due to a coarse salt used in the pickling process. Corn originally meant grain, as in a small particle of something, and referred to the corns of salt.

Pastrami is a popular deli meat made from chiefly red meat. The raw meat is salted (through immersion in a thick brine), then dried, seasoned with various herbs and spices (such as garlic, black pepper, marjoram, basil) and smoked. Aside from the pepper and smoking, it is similar in process and flavor to corned beef. In the United Kingdom and the United States, beef is used and the meat is boiled after the salting stage. Recently, turkey pastrami has been produced in the United States.

Pastrami is a leaner version and is spicier (they use black pepercorns to marinate this meat). Verses corned beef has more fat, and is usually prepared by boiling the meat. Hope this helps?!
