Umm... first of all dude, you need to grow up a lil bit. You sound wayyyyy too sexually frustrated here.
As for why a girl yells at you for looking at her stuff... it's what's called a sh*t test.
She's reprimanding you to see how you react. If you take it at face value, and apologize or try to play it off, you fail.
If you're all like "Hey, you've got a hot rack and I wanted to see it", you fail too.
The best way to go about this is... to glance, look... but not STARE. She dressed that way because she wants people to look at her... but it's not cool if you're drooling on her cleavage bro.
And if she catches you looking and says something, just look up at her, smile, nod your head a little... and in your best "Ali G" voice, say "Respect."

It's because when a girl gets dressed up, sometimes she doesn't really consider what people's reactions to her clothes will be. She got dressed in a way that makes her comfortable, and now people look at her like she's making a statement that she never really wanted to make. She doesn't want to be glared at for wearing sweats either. Because honestly, maybe she wasn't thinking of you when she got dressed. Maybe she wanted to be pretty like a sunset is pretty, but you only see her as pretty like a magazine and it pisses her off. Maybe it even pisses her off that she didn't consider this issue before. Or that she should even have to consider the issue. Get it?

I agree, if a girl dresses like sl*t and puts it all out there, then what does she expect you poor men to do? It's natural for you guys to look and hard not to with the clothes I've seen on some girls at clubs. They do it for attention, so I don't know why they get mad when they get the attention they're so desperately seeking.
