It's inappropriate for him to do that. Please be careful. He is looking for a reaction from you. I really would mention it to your parents at this point so that they can be on guard and let them decide whether they should report it to the school.
I understand your point about smiling back, but be assured, if you encourage him, he will take it further. He should not be winking at you....he knows that. If he ever ever ever tries to take it any further, say he tries to touch you, you make sure you let him know it is clearly wrong and report it to your parents and the school immediately.

ewww! What your like 14 or something. Some teachers wink in the non-flirting way, but every time you walk into class, that's a little gross. What a perv. Stick with your own age, don't fall for it, it's not worth it. Older guys may seems cool now, but just wait, they get even older and creepier.

I doubt it is anything. He is probably just being a nice teacher. Not to burst your bubble, but he probably does it to everyone. I have had men wink at me and there be no meaning behind it what so ever.
