Depends on where the city is in the world and whether its needs are immediately urgent or if it is running well.

In any society, educting the minds of the young is an excellent long term investment, so paying for good teachers, creating healthy environments to learn in, providing good equipment and materials to learn with and providing ways to involve parents in the education of their children outside the school are all ways to spend $1 Million or $1000,000 Millions.

If the society doesn't even have running water, then that is the most basic need that needs to be provided. Water gives life to any area. Otherwise, why have cities always formed near rivers, lakesides, seasides or next to places where water can be drilled for or captioned? Picture what drilling for water and installing something as simple as a hand powered pump can do for a village in Africa. The population wouldn't have to spend hours walking off in search for water as so many do. Drip irrigation could provide agriculture in a sustainable manner, without taxing whatever water resources were under the ground. Maybe solar panels hooked up to cheaply replacable batteries?

There are so many things that can be done with so little money in so many cities. Here in Marbella our Mayor and his whole council have been arrested for fraudulent activities all related to real estate speculation. They stopped pumping money into the city and the city pumped them into jail. We could use $ 1 Million just to fix the cracks in the sidewalks, lower the paving stones for wheelchair access, pay the streetlight bills, the garbage bags for the street sweepers, the wages of the street sweepers and a myriad of other things. Gosh, I miss "Sim City"!

I would begin a housing scheme.
Loans to low income people. (low interest rates).

four houses would fund more houses.

I'd let the local credit union set it up.

I'd also like to assist with the basic problem of homelessness, by arranging a scheme.
There is a pub here in town with motel rooms,. I'd like to start a hostel.

It could be run by participants to offset costs.

I would build a recreation center that everyone in the town would be able to use, and hire security to be sure that low-lifes do not prevent decent people from enjoying it.

And I would let it be known that if anyone causes problems at it, they would be banned from the center.

I would pass out the money to my political cronies as 'consultancy fees'. The rest I would pass out to various service providers as uplifts.
