why does the solar cells of communication satellite gets short circutted and not open circutted when the become faulty

It has to do with the structure of the solar cell. As with many electronic devices, it's easier to cause a small amount of damage that creates a leakage path, rendering the device useless. It's more difficult to separate the layers of the device, which is what is needed to create an open circuit.

If a meteor hits the solar panel, breaking a connection, then that's an open circuit. But if the solar panel has a current surge and melts a portion of a solar cell, then the part that melted will act as a short circuit to its surroundings.
