ITS THE GOVERNOR!
IT SHOULD BE RIGHT UNDER THE SPEED SENSOR ON YOUR TRANSMISSION.TAKE OUT THE SPEED SENSOR.PULL OUT THE GOVERNOR WITH A TWIST.
REPLACE WITH A DIFFERENT ONE, THEN TRY IT

Like the dodge man said they don't use vacuum any more. Depending on weather u have a 3 speed or 4 speed is what is important. 4 speeds have a solenoid pack on left side of trany. This system is tcm controlled. (transmission command module). The check engine lite will be set. The car is in what is know as limp in mode. U need to pull the codes if this is the case. It could be some thing as easy as replacing the input and or output sensors. Or the solenoid pack.
If its a 3 speed than I would start by checking fluid condition. I bad drop pan and check for metal pieces in pan.

Most likely the input/output speed sensors or a bad transmission control module. The sensors were the most common problem with them, module the second most common.
For best results, take it to a dealer, or independent shop and have them check it out with a scan tool. Whoever you take it to, DO NOT let them "go into it" to see if they can find the problem, this means they're going to tear it down and hang you out to dry by selling you a rebuilt unit since it will be in pieces and will charge you to reassemble it if you refuse repairs. They should be able to tell if it needs rebuilding or simple repairs without a tear-down.
For best results, always get a second opinion before paying for an expensive repair, rebuild, or replacement transmission.

Check the ground to the engine computer, it may be loose. We had identical symptoms on a 92 Duster once and it was a loose ground.

i own a repair shop,and they don't use vacuum lines to shift them anymore they have a shift solenoid in the transmission that does this,,if its not wanting to shift ,,you need to take it to a transmission mechanic,and let them drive it,,they can tell you what it will cost to repair it,,good luck with i,i hope this help,s
