It is my understanding that God actually spends his days on trial. Basically Satan has said that he believes that no one has perfect integrity, including GOD, and his actions in the garden of eden and so on are based on that challenge. The idea of Gods integrity being on trial is not new and can be found in many places:
The first is in Job chapter 2:3 wherein God in talking to Satan says ' you try to incite me without cause to do evil to my servant Job', thus showing that Satan thought he could provoke God to do wrong. The second account is in Matthew 4:1-11 where Satan directly tries to challenge and compromise Jesus' integrity.
Because this world belongs to Satan, it may seem like God is impotent just sitting around permitting wickedness, but actually he is having wickedness forced on him against his will.

We are kind of like God's large screen tv and he is watching the soap operas...esp. "The Young and the Restless"..
