Frugally. It can be done. My husband grew up as the eldest of 6 and his father brought about that much home and his mother was a homemaker.
However some loans are okay. A small car loan, and a moderate home loan are okay to have. Shop at the discount stores, and second hand stores, and if you have talent you can make your own clothing and blankets.
There are 3 things that should NEVER be skimped on. Eyesight, Dental, Feet (shoes that fit and are supportive of the foot).

Strategically. We're talking location, budgeting, saving, and planning. You will have to be ontop of every little detail to make sure those children have everything they need. Understand your situation and have a backup plan. Chances are you are not going to have several hundred dollars in the event that your car needs repairs. So live close to work and minimize the chances of unnecessarily lost wages. Budget your moneys carefully to encompass all mandatory bills and living expenses keeping in mind that it is extremely necessary in your position to keep an emergency savings. Save like you are paying a bill - it comes out of your paycheck before anything else. And plan - plan out suppers, shopping lists, schedules and appointments, driving routes and anything else you can. Why would you want to have more than three kids in today's overpopulated world?
I guess if you want to live very, very conservatively, it is possible....used clothing stores, yard sales for most stuff, live in a small modest house, one car family, eating at home, it would be doable. I was one of five and raised on less than that, adjusted for inflation, and I wouldn't want to have children and be that poor all the time.

Find a better job. Why would you intenionally have more children if you know you can't really afford it? I am one of 7 kids. My mom stayed home with us and my dad had a pretty good job but we were still broke all the time. It sucked being broke.
