What does this sentence mean on the 1040EZ T: You are not required to and do not file an individual income tax return.

Who isn't required to file an income tax return?

I'm going to file a tax return probably a 1040. Does that mean to claim the phone refund, I have to file the 1040EZT only?

No, if you make below certain amounts of income, you don't have to file. See this link for more info http://www.irs.gov/individuals/article/0,,id=96623,00.html

What the sentence means is that the 1040EZT is only for people who are not going to file any other income tax returns. It IS their 2006 tax filing. If someone were to file a 1040EZT and later file regular' tax return, the regular return will be rejected and the person will have to file an amended return for 2006. If a refund was due, this would delay it a lot.

For tax year 2006, the filing requirements are found on Pages 12-13 of the Form 1040 instructions and on Pages 8-9 of the Form 1040EZ instruction booklet.

You must have earned a certain amount of income and/or if you received any W2's, Form 1099's, advanced Earned Income Credit, earned more than $400 net from self-employed earnings, if you owe taxes due to withdrawal from your IRA, if you owe Alternative Minimum taxes, Household Employment taxes, and other reasons which may or may not apply to you.

If you have no earned or unearned income and you are not due any money (such as Earned Income Credit), then chances are- you don't need to file a tax return.

The 1040EZ T is for individuals who do not need to file a tax return (i.e. someone who didn't work at all during the year), but want to file to claim the phone tax credit.

almost no one its based on income if you are living with some one like a parent or someone that claims you as a dependant dont file that doesnt mean you stop filing local city taxes just the federal ask at the local tax department or call or if you make a lower income you can file free look in free tax online for details and a person thats supported 60% by someone else is not required to file that person can claim you ,, or a student that full time and works and makes bekow a certain level even a person that blind or disabled must report so ask at the tax info number they are free
