good question, I would ask someone who really know, there are police stations and radio stations that check car seats for parents and will tell you don't let just anyone tell you what is right for such an important seat , a life saver this could be the very thing that could change your status of being a parent of a safe child verses a parent of a deceased or injured child

YOur child is still small enough by weight to sit facing rear in some seats (you want one that goes to 30 or 35 pounds). That is, unless your child is too tall. There should be an inch of hard shell above the top of the head. A couple seats with high rear-facing weights are the Scenera (I don't know the manufacturer) and the Britax Marathon.
If he is too tall, you want a front-facing 5point harness. Choose one you can use a long time, that harnesses to 55 or 60 pounds. The Britax Regent can be used from 20-80 pounds and should last a long time; it is expensive, but very safe and a worthwhile investment, IMO.

Well, you should already have a carseat, stay with that one until he turns 4, then he will have to get a booster seat. My son just turned 2 and weighs 33 pounds and he is the size of a 4 yr old. I use the Graco seat, non-expensive about 79 to 90 dollars, I use the same for my daughter.

A 3 yr. old should be in a forward facing, full size car seat for children between 20 and 40 lbs. Make sure you buy brand new, not used. Take him to the store with you and have him sit in several seats. The shoulder straps should sit comfortably on his shoulders.

I use a booster seat with the tall back for my 3 year old. She weighs 27 pounds. The seatbelt still straps into slots on the sides and it's easier than the shoulder straps on infant car seats.

Use a 5 point harness....DO NO USE a booster seat! Very dangerous if you are in an accident and the seat belt strap doesnt lock they can really injure themselves. Everyone needs to watch this . http://www.youtube.com/watch?v=azgBhZfcqaQ

Britax Boulevard. It is expensive, but worth every penny. They hold a child up to 65 lbs. It is rated#1 in ease of use, and in all the crash tests.
